VITL Announces Randy Farmer as new President and Chief Executive Officer

PeopleFarmer will guide Vermont’s nonprofit health data sharing network in their ongoing work to create one health record for every Vermonter, supporting high-quality care and advancing affordability
VITL, Vermont’s nonprofit health information exchange, today announced the appointment of Randy Farmer as its new President and Chief Executive Officer.
Farmer brings more than a decade of executive leadership experience and a deep understanding of health data services. He most recently served as the Chief Operating Officer at the Delaware Health Information Network (DHIN), one of the country’s leading health information exchanges. His accomplishments include expanding health data exchange utilization; developing services to best support providers and patients; and driving data sharing innovations that support patient care, care coordination, public health, and health system performance. Farmer will begin at VITL on December 15, 2025.
At VITL, Farmer will drive VITL’s vision of a single patient record for every Vermonter, which will deliver health care providers secure access to the information they need to support high-quality, coordinated, and more affordable health care. He will also lead VITL’s strategic initiatives to advance interoperability, expand analytics, and support the state’s health reform goals.
According to VITL Board Chair Emma Harrigan, “The VITL Board is excited to welcome Randy as VITL’s next President and CEO. Randy’s proven leadership will make VITL’s one health record for every Vermonter even more comprehensive, accessible, and powerful, helping advance the quality and affordability of health care by enabling health care providers to access the data they are asking for — the data they need to provide the best care for Vermonters.”

Farmer will succeed Cara Callanan, who has served as Interim CEO since July. Callanan will continue her duties as Chief Financial Officer. “The VITL Board thanks Cara for expertly leading the VITL team over the last five months,” said Harrigan.
Before joining DHIN, Farmer held senior management roles at JPMorganChase in strategic partnerships and corporate communications. He holds a Master of Science in Human Organization Science from Villanova University, a Master of Education in Higher Education Administration, and a Bachelor of Arts in Communication from the University of Delaware. Farmer’s extensive community volunteer experience includes chairing the board of directors of Delaware Public Media, supporting Meals on Wheels, and coaching Little League.
